Illicit Tobacco and E-cigarette Commissioner

Our role

The Australian Government has created the Illicit Tobacco and E‑cigarette (ITEC) Commissioner, the first role of its kind in the world.

Agencies who combat the threat of illicit tobacco and e‑cigarettes have specific roles, supported by laws relevant to their work. By working together, we are able to have the greatest impact on supply and demand in the Australian community. This role allows us to coordinate efforts across all levels of government, instead of focusing on one agency.

The ITEC Commissioner will review and report on how well current actions are working. This will help provide the government evidence‑based advice covering policy, legal changes, new trends and future plans to combat illegal activity.

By taking a national approach to tackle the illegal trade of tobacco and e‑cigarettes, we will:

  • provide strategic leadership across all levels of government to improve cooperation and communication
  • bring together key law enforcement and health agencies to use their combined expertise, resources and knowledge
  • guide policy and operational decisions based on data‑driven insights
  • create a strategy to tackle the rapidly evolving trade in illicit tobacco and e‑cigarettes
  • gather, study and share information to support evidence‑based interventions and address emerging trends
  • adapt policies and strategies to respond to new challenges in the illegal market
  • guide changes in laws and policies to handle the complex issues around illicit tobacco and e‑cigarettes.

The ITEC Commissioner operates independently but is part of the Australian Border Force (ABF) in the Department of Home Affairs.

Our goal

Our goal is to create a healthier, safer and more prosperous Australia without illicit tobacco and e‑cigarettes. We will achieve this through a united national effort, data‑driven strategies and strong partnerships.
